This directory contains one subdirectory for each ocean basin as used at 
NOAA for tracking tropical cyclones and hurricanes.

The file AllStormColocsWBestTracks.txt lists all named storms from
NOAA "Best Track" files and the QuikSCAT passes that covered the storms.
In 2008, the file format for this file was revised to include additional 
information.

For 2006, NOAA apparently included the new storms that occured in the CP
(Central Pacific) in the EP (Eastern Pacific).
